The purpose of this paper is to study the theory, tools and practice of evaluating the technological gap of the new scientific and technological revolution. For this purpose, we set up an AIII model for measuring the technological gap based on IP index of intellectual property, such as paper activity, paper influence, patent activity, patent influence and patent market power, and use Gordon's method to standardize and synthetically build a new technology revolution pilot technology gap measurement system to clarify the fine-grained gap of 45 classification technologies in the field of artificial intelligence among China, the United States, Europe, Japan and South Korea. The research finds that the whole AI technology in our country is running side by side with Europe, Japan and South Korea. The "three runs" coexist at the technical level, but it lacks significant original achievements and core algorithms, equipment, chips, platforms and standards. Especially, it encounters bottlenecks such as the inertia obstacle of running, innovative talents, the basis of intelligence and the misunderstanding of innovative routes. In order to provide theoretical, tooling and empirical support for relevant research and policy decision-making, this paper puts forward optimization schemes and a series of policy recommendations.
