The systematization of party rules and regulations is an important task in the construction of the party's laws and regulations in the new era.Its core is to define the nature of the party's laws and regulations and systematized standards.The inherent requirements of systemization standards are logical self-consistent and have same value.The party's internal legal system is an important part of the socialist legal system.It should clarify its external connection with the legal system.At the same time,its internal structure is independent of the legal system and its internal regulations should be clearly defined.Furthermore,the ultimate goal of the systematization of the party's internal laws and regulations is to achieve the value of the rule of law and to reflect the concept of the party's rule by law.The party's internal rules and regulations under the guidance of the concept of the rule by law should be incorporated into the main issues governing the administration of the law.
